What is broadband for all?

Communications minister Lord Stephen Carter has planned that all houses in Britain should receive access to broadband by 2012, with a mobile phone line or fixed phone line installed.

Lord Carter wants to see that the 1.75 million rural homes which currently don't have access to broadband, will do in 2012. The Digital Britain report details 22 areas analysing the future of UK media, and it aims to maximise broadband use in the UK.

How will broadband for all work?

The plan says how broadband lines will have a connection speed of at least 2 Mbps, which is fast enough to download a film overnight. Mobile broadband connections are accessed through a device called a dongle, provided by mobile phone companies, while fixed phone lines are installed within the building. Fixed line broadband is either accessed through a modem connected to your computer, or wirelessly within the house.

It's guaranteed that all British residents will be able to use the internet despite their social situation, giving everyone an equal attempt to access a wide range of information available on the internet.

Broadband for all is aiming to make broadband services convenient for new and current users, transforming it into a five-star system in the future.

Broadband connection speeds will be regulated, with a new national minimum for broadband connection speeds. Broadband connection speeds have been a bug bear for mobile broadband customers, in particular last year, when lengthy connection times and an intermittent service meant that, despite promises of broadband speeds up to 7Mbps, mobile broadband speeds rarely reached this.

Telecom companies will be legally required to build and fund a UK wide broadband network - with a possible injection of the public's money.

Cons of broadband for all

The three-year deadline made by Lord Carter could be seen as too small a period to put broadband connections throughout the whole of Britain into place. George W.Bush's 2004 plans that affordable broadband for citizens living in the USA would be available in 2007, has been taken up by Barack Obama - with no happenings two years after the original deadline.

Some critics are wary of the minimum broadband connection speed of 2 Mbps, claiming that the plans are 'timid' in comparison to the current national average connection speed of 3.6 Mbps.

BT's proposals to create a broadband network for 10 million UK homes are under threat from their recent profit loss, which could be a major hindrance in the legal necessity to build a broadband network as stipulated in the Digital Britain report, which is estimated at a 3.5billion cost.
